Do public companies have to include a letter to shareholder in their annual report?

I want to know what the CEOs of public companies are saying to their shareholders. I know that public companies are obligated to file the 10-K, but not all of them have to have glossy annual reports. I wanted to know if the CEOs have to write a letter to shareholders, or is that optional ?

I’m almost certain that only those Annual Reports are necessary; however; most CEOs include a letter to all shareholders.
